To deliver quality, value for money housing services, we must:

- Be able to access land and obtain planning permission for new developments
- Expand the tenures that we provide
- Retain access to Housing Corporation funding
- Enter into partnerships with other housing providers
- Maximise the funding available through our existing asset base
To be a champion for vibrant neighbourhoods and communities, we must:
- Retain local control over local housing service delivery
- Work in partnership with local communities and stakeholders, with particular emphasis on promoting social, financial and technological inclusion
- Provide homes that enable people of all ages to remain in their local community
To practise business excellence and improve cost effectiveness in all we do, we must:
- Expand our asset base through stock transfers, partnerships and development
- Develop partnerships with other organisations for better service delivery
- Continually review the procurement of goods and services
- Benchmark performance against other organisations
